In a large skillet over medium heat, cook bacon until crispy. Remove bacon and all but 1 Tbl. bacon drippings. Add Brussels sprouts to pan cut side down. Allow to sear 5-6 minutes until browned.
Stir in uncooked orzo, and saute for 2-3 minutes. Add broth, bring to a boil, then reduce heat to low. Cover and simmer 15-20 minutes until orzo is tender. Add additional water if necessary. Remove from heat and season with sliced scallions, crumbled bacon, salt & pepper.
Transfer to a serving bowl and cover to keep warm.
In same skillet melt butter over medium heat, add panko and cook 3-4 minutes until lightly browned. Pour crumbs over Brussels sprouts and serve.
